In 1988, the United States Congress enacted into law the Indian Gaming Regulatory Act (IGRA). The Muckleshoot Gaming Commission was created through the Muckleshoot Gaming Act of 1992, now known as the Muckleshoot Gaming Ordinance. The Ordinance was adopted by Muckleshoot Tribal Council, pursuant to its authority granted under the Tribe’s Constitution. The Ordinance established the terms for gaming on the Reservation in accordance with the Indian Gaming Regulatory Act.

The Muckleshoot Gaming Commission acts under the authority of the Tribe and is composed of five (5) members of the Muckleshoot Tribe, all of whom may be appointed by the Tribal Council.

The Muckleshoot Tribal Gaming Agency was established to monitor the gaming activities, investigate wrongdoing, conduct background investigations, issue licenses, and perform other duties as required for the regulation and integrity of gaming on the Reservation.

Today the Muckleshoot Tribal Gaming Agency concentrates its regulatory oversight on two primary facilities: the Muckleshoot Bingo Hall and the Muckleshoot Casino.

The Muckleshoot Bingo Hall is strictly a Class 2 facility comprised of 500 Class II gaming devices and conducts daily Bingo draw games. TGA staffs a satellite office located in the Bingo Hall. The Class II gaming activity is regulated in accordance to the federal Indian Gaming Regulatory Act (IGRA), the National Indian Gaming Commission (NIGC) rules and regulations, Muckleshoot Gaming Ordinance and the Tribal Minimum Internal Control Standards (T-MICS).

The Muckleshoot Casino is a Class 3 and Class 2 mixed facility offering table games and slot-like machine play. The facility has over 3000 Class 3 Tribal Lottery Devices.  Class 3 gaming is regulated in accordance to the existing Tribal/State Compact and its amendments as well as the Tribal Minimum Internal Control Standards (T-MICS). The Class II gaming activity is regulated in accordance to the federal Indian Gaming Regulatory Act (IGRA), the National Indian Gaming Commission (NIGC) rules and regulations, Muckleshoot Gaming Ordinance and the Tribal Minimum Internal Control Standards.
